Converting Opportunity into a Bankable Platform (Estimated 6–12 Month Phase 0 Timeline)

Phase 0 is designed to convert the underlying opportunity into a bankable, institutional-grade development platform over an estimated 6–12 month period. The objective is not simply to prepare a site, but to eliminate the major uncertainties institutional investors and hyperscale operators must resolve before committing billions of dollars to infrastructure.

LAND CONTROL

Secure long-term ground lease and/or option structures incorporating expansion, assignment, financing, and easement rights.

POWER VALIDATION

Validate behind-the-meter generation configurations, power availability, transmission pathways, BESS integration, and utility requirements.

SITE & ENGINEERING & PERMITS

Complete site engineering, infrastructure planning, water & fiber requirements, environmental assessments, and development feasibility.

CROSS-BORDER CONNECTIVITY

Validate & Permit US-Mexico Energy Interconnections & Advance fiber route engineering and cross-border telecommunications infrastructure.

PERMITTING & REGULATORY

Advance municipal, environmental, technical, and other required approvals.

MASTER PLANNING

Architect, Engineer & Develop the campus master plan around Tier 3 and Tier 4 mission-critical AI infrastructure requirements.

COMMERCIALIZATION

Engage hyperscalers, data-center operators, AI infrastructure companies, and institutional capital partners.

Engage institutional investors and initiate Phase 1 infrastructure deployment.
